Project Management Services
Proper coordination of complex projects is essential, especially in highly regulated environments such as waste or fuel production.
It often requires our project management team working with project management tools and project platforms to optimise project delivery. We support our customers in the identification, development and implementation of the solution(s) required, whether turnkey or bespoke, depending on the specificities of each project and its requirements.
We start with the definition of the project, develop the basis of design, assess its feasibility, support the planning process, including giving technical support to the environmental impact assessment and any environmental permitting, if required. We can write general specifications to procure the construction and operation & maintenance contracts, or the detailed plant and equipment specifications required for direct purchase.
Value Engineering
Value engineering is about maximising value not simply reducing cost.
PHE is always searching for ways to save cost and improve quality applies over the operating life of the project. Sometimes, it is better to increase the capital cost of construction if the savings during operation pay this back.
To do that, we review and question each stage of a project, starting with the conceptual design, through specification, material selection and into construction. We also look at the operational functionality through the life of the project to ensure that the optimal approach is adopted.
Design Management
Even relatively simple infrastructure development requires the coordination of a large number of systems and equipment with numerous interfaces, and a range of activities (civil engineering, mechanical plant specification, electrical and control, IT, safety assessment, procurement etc.).
Most projects – especially if they involve stringent regulatory requirements – need the use of system engineering to optimise scheduling, operations, and coordination.
By providing technical, methodical, and organisational solutions, PHE delivers practical coordination of project operations whist ensuring consistent engineering systems and processes followed by implementation.
Contract Administration and Management
Contract administration is carried out before a contract is signed and contract management covers everything after signing to ensure that deliverables and deadlines are met.
Powerhouse can provide contract administration under various forms of contract depending on the nature and scope of the works and client requirements. We can administer the construction contract following planning approval and during the construction project, ensuring proper contractual procedures and good administrative practices are followed.
The primary role in contract administration and management is to ensure information flows to the parties that need it in a timely manner. We can manage time-related issues and also arrange for payment certification if required. Our capabilities include:
- Feasibility and design
- Budget cost estimating
- Statutory authority approvals / consents
- Preparation of schedules of works
- Specialist reports
- Party wall notices and awards
- Pre-qualification, invitation and administration of competitive tendering processes
- Monitor construction through to completion
Programme Management
Most capital investment programmes are complex. They reside within a business context that is usually wider than just the project and involve multiple interfaces, various stakeholders, large volumes of data, challenging goals and competing priorities. These sometimes conflicting priorities demand efficient and integrated programme management.
Our programme management helps navigate risks, realise opportunities, and negotiate inevitable trade-offs. Within this, we can provide:
- Programme strategy
- Programme/project controls
- Project and portfolio management
- Design management and assurance
- Planning and programming
- Project management
- Technical site supervision
- Operational readiness
- Logistics management
Supply Chain Management
No project can survive without supply chain management. Powerhouse uses its expertise to identify optimal supply chains, minimise supply chain risk and monitor supply chain performance.
We can write the complete procurement package, including defining technical requirements, writing specifications and defining the basis of supply contract. This can include:
- Risks and insurance
- Intellectual property
- Ethical sourcing, modern slavery, and environmental, social and governance (ESG) issues
- Geopolitical uncertainty
- Contractual issues
- Competitive analysis and bid evaluation
- Security
